There is a reported mustard shortage, as Canada has cut back world sales because of a drought. So we need for new places to grow mustard. Maybe Nevada can help by growing mustard, and then there is Kansas and Nebraska where they can grow mustard, and there might be parts of Mexico where they can grow mustard. It is all about supply and demand, as Canada cuts back sales then other people need to step in and grow and expand in sales.

The nation should use the abandoned shopping malls to do climate controlled vertical farming and fisheries.
For sure we need to support Future Farmers of America, FFA, programs for our youth, and Four H programs, etc, to teach the youth how to grow and make organic mustard. And we can pick up on the opportunities to sell mustard as Canada cuts back on global sales.
The best use of an abandoned department store that I have seen was "Club Metro" in Rubidoux, California, they had 3 dance floors, a lounge, a restaurant, etc, it was huge.
And Detroit has done some interesting things with abandoned buildings.
Of note, is that people need to be able to recycle electric cars, the parts need to be made so they can be recycled instead of just all becoming waste.
