As I understand it, if this is so it costs them twice that because beyond paying it out, the Israelis substract that amount from what they pay to the Palestinian Authority. (Oh, yes, Israel financially supports the PA.)

Massive immigration should be stopped, then not as many new jobs would be needed.
Too many people and not enough jobs? ...lose enough people so everyone has a job.
"Massive immigration" exists in your head. If we did not have immigration, our population would likely be shrinking, not growing.
And yes, different times: the total population is much larger now, so fewer jobs is a substantially lower percentage increase.
But what you are also ignoring is Trump's boasts.
