You might want to review Wisconsin law on setting bail.
It requires considering the prior record of the person arrested, their character, whether they might flee, and whether they might commit a crime while out on bail.
In this case the accused has a very long rap sheet and was out on a $1000 bail( well below county standards) after being charged with deliberately driving his automobile over the mother of his child.
