These experiences may be familiar to your family or families of people you know.   Bart,  note that the family grew up in South Dakota but the kids are pretty liberal.   

I felt for the daughters who painstakingly collected all these facts on court cases and such,  and the mom just dismissed it all.   Reminds me of the action here,  quite often.

But his take is wrong. In civil rights actions the city is not responsible under respondent superior. It is responsible for its own actions, like the failure to train, or creating a culture where violating civil rights is.deemed.acceptable, etc.

And seems in this instance the TRAINING was to use the knee on the suspect.

One would wonder how other municipal PDs' "manual" says to control such situation.
