It most emphatically did not. It allowed Congress to remove the disability imposed by the 14th Amendment. Congress has no power to do anything to "amend" Section 3.

Which is what a subsequent Congress did and called it the Amnesty Act of 1872.

Well, I guess if nothing else we can add "amend" to the increasingly long list of words you do not know the meaning of.
