Kid, does passively approving racist policies make one a racist? That's really the point on which that whole question pivots. If yes, then the GOP and its partisans are racist. If, however, you feel a more stringent definition of racism applies, then sure, many Republicans simply are tuned out and looking the other way when discriminatory practices are perpetuated.
Bearing this question in mind, look at the specific effects on voting access that would result if Texas GOP voting legislation were signed by the guv. (it won't be, thanks to a walkout in the legislature two days ago) Is a Republican who supports legislative measures to make it harder for blacks to vote a racist? Or just deaf and blind to real-world consequences ? Neither is a good way to be.
