We have a police problem:

There were two other officers present, at least, one a woman.
The man has been suspended without pay while the woman's been shifted to administrative tasks. All officers present are being investigated.
But... at what point is it
ever appropriate to kick a handcuffed, non-threatening prisoner in the head?! I don't care what the prisoner had sad or done prior to being subdued and no longer a danger. You just don't do that.
And if your fellow officer
does kick such a prisoner, you (a) try to stop it and (b) report it -
it's a crime and that's your job!
