They're in the top third of Louisiana and doing better than the state as a whole. Since all you did was pick the one parish that they mentioned that went for Biden and did no research beyond that, you missed that 3 other parishes that voted for Biden and are doing even worse than Caddo in vaccinations.
But you made me curious, so I pulled out those that voted for Biden (and Clinton) from those that voted for Trump (both times) and looked at the numbers.
Total Trump voting parishes population:3449980
One Shot Trump: 1315428
Two Shot Trump:1158770
One Shot Trump percentage: 38.13%
Two Shot Trump percentage: 33.59%
Total Biden voting parishes population: 1,213,636
One Shot Biden: 570,569
Two Shot Biden: 510,037
One Shot Biden percentage: 47.01
Two Shot Biden percentage: 42.03
At a guess, looking at Louisiana's parishes, I suspect that one of the compounding factors is distance from medical facilities - Bossier, right next to Caddo and with a similar shape, is a bit worse and Cameron Parish, with a similar shape to Caddo's, is substantially worse and has a similar length to it. A few of the other geographically large parishes seem to, as well.
I'd be interested in poverty levels in those areas as well. And yes, other population demographics.
But overall, Kid, Louisiana is just more evidence of the national trend you don't like: Trump voters are far less likely to have gotten vaccinated than Biden voters, and their minor children, as well.
