The new tower on Skid Row sounds like a good idea. I worked at Empire West in West Hollywood as a doorman / valet for Suzanne Pleshette and we had zero crime, you can have doormen and security guards, and cameras, and there can be special help for the poor such as crisis intervention specialists, etc, and you can keep the crime at zero. The poor people can live just like the rich people, they can have doormen and security, etc.
And Skid Row needs to be cleaned up, and there needs to be new landscaping, etc. They can put in cobblestones, and they can have water fountains with statues, and trees can be planted, etc.
