Not negotiate in good faith means you say you want to reach compromise while never intending to.  The poll numbers do not discredit that.  They only show that a plurality of 41% still favors the bill.  It is no longer a majority because the rest of the undecided group really does not know what the bill is, because it has changed so many times.

Barton did not cite a poll but conceded that those in favor at one time had a majority but were now down to a plurality of just 41 per cent. That leaves 59% against or not sure which means once people began to understand what was in the bill their opinions changed.
In West Virginia those against smother those for. Manchin is the 51st Senator to oppose BBB which constitutes a majority. 
In legislatures there are no pluralities.
