A signed affidavit is often sealed if it would reveal witnesses and details that could compromise an ongoing investigation.  The FBI is doing nothing unusual or wrong in not breaking such a seal.  Especially given how Trump has been known to treat witnesses.

1) The IRS has had such employees for a long time. This is not news. Here's a current job posting:
