 Congress has no authority to refer specific individuals for prosecution. It is beyond the scope of its constitutional authority.( which is to legislate)
And, A congressional committee officially voting to refer a named individual for prosecution violates the spirit of the explicit prohibition against congressional bills of attainder.

Today is another new day with 50,000 new tourists here in Anaheim to sell stuff to, with every new day we receive 50,000 new tourists, that is our blessing here in Anaheim. We advertise all around the world for Tourism here, and for Disneyland, and it pays off, the tourists show up with every new day. People come here from all over the world and they spend money here. Even by just selling hamburgers to tourists you can buy a home and raise a family. We need to teach the young people of Anaheim how to sell stuff to tourists, that is the legacy that Anaheim can pass down to the youth, there is no reason for bitter poverty if you can sell stuff to tourists.

What's being done now is not working, his country and his people are slowly but surely being removed from existence by Russia.
He's begging for help.
Maybe a cheaper tactic could be to starve the people of Iran so they rise up and overthrow the govt and then drones being supplied to Russia could cease.
