So, sure. Governor of Florida announces the beach is open. Person A flocks to the beach. Person B flocks to the beach. Person A was already contagious. Person B catched COVID-19 from Person A. Person B dies.
We use Person A's cell phone to see who he was in contact with after he gets tested and we see he had contact with Person B, but it is too late to save Person B with Professor Donny Trump's Snake Oil and he dies.
But we can track INDIVIDUAL B's death to Governor Q's order. The same method will work anywhere we have adequate testing and tracking.
The governors of SC, GA, and TN are likely safe because none of their states has adequate testing or tracking, let alone both. That makes all individual deaths traceable instead to the President of the United States.
