Police as just another gang on the streets:
Some of the cops testified that on plainclothes squads, especially, stealing was the way to build trust. You knew you had to count on these people to have your back and to protect your life in dangerous situations. This was one of the ways that they did that. Over those 20 years there have been so many Baltimore police officers indicted on drug-dealing charges.
Stealing drugs and reselling them -- two significant felonies -- were the way to build
trust among fellow police. They knew you were okay and reliable if you were a criminal like them. Because, as in the Mafia, they had something over you, they knew what you'd done, and could use it against them.
Over the last generation, we’ve let the drug war just destroy the Fourth Amendment. While we’ve had all of these debates about the First and the Second Amendment, the Fourth Amendment has just really been demolished.
Again, just end the War on US Citizens due to Drugs and there would be a lot less crime, a lot less corruption, criminals would have a lot less money, a lot fewer lives would be ruined, and a lot less money would be spent on incarceration and the criminal justice system. Simply the biggest problem is the arbitrary illegality of drugs, which does much more harm throughout society than the drugs do (and the drug harm continues unabated as well, so it's the worst of both worlds).
