Could have just given every Afghani a one time $28,500 and spent half the money. A family of 5 getting $140K, not bad.Of course most of the money went to bombs and fuel and housing US military personnel. A good chunk towards training the Afghan army. And a helluva lot being grifted and skimmed and defrauded. My guess is a fairly small percent trickled down to regular folks, while a lot went to the elite and was transferred out of the country as personal fortune.
