Some of each, as always.

On the national stage, Fauci and Birx continue to be heroes. The captain of the aircraft carrier is a hero - might not have been, but by the military's yanking him off his ship for exposing the extent of the problem (which finally got his bosses to act), they made him into a bit of a martyr. His crew gave him a loud and convincingly supportive send-off as he left the ship, ostensibly in disgrace.

Villains are mainly among the on air presenters, writers, researchers, editors, lawyers and executives.

I’m giving the technical, administrative, and custodial staff the benefit of the doubt.

The HR department is famously villainous. There have been several recent movies on the topic if you find you have some time on your hands.
