My focus is on the word "most".  And it's a simple question. And one I assume easily answerable. So slap away.

Put it this way.

Over the years I’ve served in journalism, politics and government.
The through line of these experiences are several law enforcement agencies in various jurisdictions.

The thin blue line is real. Cop culture is like gang culture. You’re in the family, you’re golden. Cross the family and you’re on an island.

I have many friends and family LEOs from cops in the bag, cops with tins, my wife is a former ADA in Brooklyn, our kids godmother is an AUSA in Eastern District.
I grew up next to the first black detective on the Suffolk County Police department and I was a contract videographer with NYPD in the mid 80s.

Two of my best friends were known as Crockett and Tubbs because they were Suffolk PD working the Hamptons. Flashy cars and clothes and all.

One of them, first name Keith, retired with full benefits and settlement at age 32 because he was arrested and whipped within an inch of his life by cops who didn’t know he was undercover.

His back was injured because they pulled him through the window of the 911 before the beat him silly.

When a cop speaks up his/her career is over.

See the biggest problem with the murder of Mr. Floyd is the fact three other officers made no attempt to stop it and in fact assisted.

Tough guys who want to help people become firemen. Tough guys who want to boss people around become police.

That’s not fair to the good cops and it’s not universally true.

But it’s true enough to sting.

Most police do not report the abuses of their fellow officers or interrupt them when they are doing something questionable.

How do you know this?

By the lack of reports of abuses and by watching videos in which a police officer is doing something objectionable and the others around them are not recorded as either speaking up or requesting assistance from higher up.

Police disciplinary records are public record in a dozen states. There is limited accessibility in 15 more. In 23 states, they are totally obscured from the public.

But we have case after case in which there has been broad corruption in a department, with no complaints filed or actions taken. In some cases, like Baltimore's, where there has been widespread corruption, the disciplinary actions and related information was secret, until the courts demanded the information.

In Massachusetts, the records are also secret, but with exceptions. So, we can't see disciplinary action, but we can often see complaints against an officer and internal affairs investigations. It is the lack of the latter in the face of the former that can be especially damning.

Up until 2015, Missouri had a similar standard to Maryland's, but a court ruling determined that an individual officer has no privacy interest in misconduct committed while they were working, so suddenly a ton of information became available.

Minnesota holds all such information to be public, which is why we so swiftly learned of the prior issues that ex-officer Chauvin had and the failure of him to be held accountable for it.



We also see it in various scenarios in which one person will direct the others to turn off their bodycams and the others in the crew will do so, without question. Nor do they turn them back on during the moments of questionable (or criminal) wrongdoing.

Dr. Paul Offit, director of the Vaccine Education Center at Children's Hospital of Philadelphia, said the sample size in Moderna's release -- eight -- is far too small to draw any meaningful conclusions.
"You are about to give a vaccine to tens of millions of people," he said. "I really wouldn't issue a press release about a number of people who you could invite to a small outdoor barbecue."

All of this still doesn't get you to "most" engaging in that behavior.

Yank knows decent cops.   Impossible to boil these matters down to percentages.   So it's better to constructively target codes of silence, rather than put people in stereotypical slots.   Which makes top-down policy changes in PDs essential. 

Though policy would not have saved Floyd.  Chauvin was in violation of his department's rules for handling suspects.   Which means culture change,  psych screens,  etc.   Expect delays.   Those fixes might be cheaper than building a new police station every time something like last week happens.

The protesters are coming to Anaheim today, they are going to be at La Palma Park at 5 pm, City Hall at 6 pm, and Harbor and Lincoln and 7 pm.

I do not agree with having the protests at night, especially after what has happened in Los Angeles, and in other areas.

Also, after what has happened in other areas, I think that their protests should be post-poned.

Meanwhile, if they insist on having their protests, we can call in experts from our theme parks who do crowd control to help to control the crowds. People who do crowd control at concerts, and at our theme parks have experience when dealing with large crowds. We need to set up barriers, and we need to control the crowds.

The protesters must not be allowed to burn and loot in Anaheim.

I've got no problem with any of that.

I know great cops, I know scumbags.

The problem is the vast amount of indifference in the middle and the ridiculous levels unions go to protect terrible police.
