An example from NC of why COVID-19 is spiking there. The family gathering ended up with 41 positive tests, after they all went to other events or to work, without thought that they might be positive.

My parents have friends that have gone to a couple family get-togethers.
At least for one they held it on their driveway and claimed to maintain social distancing, but with 20+ people that's unlikely to work/happen effectively.
I don't think they masked up, and since they were eating and drinking that wouldn't matter much anyway.  And this was NJ in May and June.  When the virus was rife.

As far as I know they didn't have any infections, but all it would take is one person who picked up the virus from a friend/colleague/anywhere and that would have been a disastrous mini-outbreak.  Everyone in the family who was there was risking their health/life to hang out for a few hours.  Putting them all at risk of the least careful or least lucky among them.  With the potential/likelihood of spreading it from that gathering to any of those people's friends/coworkers/contacts over the next week or two.  I was glad my mother thought this was totally irresponsible.

And multiply that family gathering times however many occurred throughout NJ during what should have been a lockdown period, and you can see the risk of such careless/negligent behavior.  Not that the virus stops or acknowledges state borders.

Meanwhile, down at the 'kangaroo enclosure'...seemingly all "young people".

An iconic Sydney pub has been fined for not imposing social distancing on patrons who crammed into a queue outside its doors on Wednesday night.

The NSW Office of Liquor and Gaming imposed a $5500 fine on the …… ….. Hotel ……...…..in Sydney's eastern suburbs after a picture emerged of scores of people queuing to get in.
The picture was reportedly taken at 9pm on Wednesday of up to 250 people waiting outside the pub without any obvious social distancing.
None of the people in the queue appeared to be anywhere near 1.5m apart.

So did Trump commute Roger Stone's sentence instead of pardoning Stone to make sure that he wouldn't talk?  Trump encouraged Stone to keep appealing his conviction, which would push things well past the election.  Not that Stone would turn on Trump, but maybe not keep his mouth just and blab to the wrong person.

up to 250 people waiting outside the pub without any obvious social distancing.
None of the people in the queue appeared to be anywhere near 1.5m apart.

That's interesting because the people were assumedly out in public on the sidewalk.  Which the bar cannot really control.  They could say they won't let people in to their bar without maintaining a spaced out line.  But they can't really police the sidewalk.

The bar should appeal and since this was based off a photo, say that they repeatedly told people to be careful and space out, but they can't enforce that.  Hell, say they told people they wouldn't get in without spacing and later (after the photo) folks mainly did.

Of course if the line was a mob, you can imagine what it was like inside the bar itself, since the would-be patrons obviously showed little concern for precautions.

Last night I stopped at a bar in Shanghai.  It was pretty crowded, roughly 100 people.  Maybe 1/3 or more wearing masks.  I felt uncomfortable being in such a crowd.  Despite the virus not really being here.  Talked to my friend, who was wearing a mask, and left after just 3 or 4 minutes.  The bar was also smoky and loud, which I didn't like. 

The only time I am around a group of people without masks is playing basketball.
Otherwise I mask up in public.  I think the last local transmission in Shanghai was over 3 months ago (I'll have to check on that).

I lived through a pretty thorough lockdown in Shanghai.  Much stricter than anything in the US.

Every alleyway community and apartment building had a guard sitting outside at a table making sure only residents entered.  Outsiders would have to have a resident come down and escort them in -- after showing ID, registering their name and phone number and getting a temp check.  Those guards, mostly volunteers, sat outside all night during some crappy February and early March weather.

Masks were obligatory since late January (roughly Jan 23), with near 100% compliance.  And people continue to wear masks in public, though the mask rate dropped to about 60% - 70% in June.  The reopening was handled gradually and carefully.  My one gov't gym is still closed, not set to reopen until September.  Universities not set to open until the Fall term.

After the bad start when the virus was first being identified, and the resulting large Wuhan/Hubei outbreak, China has been a model on how to contain the virus.  Not too different than what the US CDC has advocated with regard to reopening the economy and schools except that the Trump Admin just discards those policies in favor of high risk stupidity.

China masked up early and thoroughly.  That was a key.  Really China hasn't gone in much for social distancing and handwashing.  My two complaints: the airport allowed flight disembarkees to all bunch up in a mob at two points, instead of either single file or spacing (or both) & I had hoped that soap would become more universal in restaurants and other public bathrooms (some have soap, some don't).

So yeah, I believe what I've lived through.  There were a few weeks in Feb when 3 friends messaged me about an alleged case at the hospital directly across the street from me, and another purportedly at the nearby subway station.  But from the precautions I've seen and talking to people including my friends at a major hospital, I'm pretty confident Shanghai had a minimal number of cases.  City of 20M.

I trust that the SH gov't  wouldn't allow bars to be open and crowded if there was still transmission.  Their reputations and careers are on the line, but they also just want to do the right thing and protect everybody's health and safety.  Imagine that?  Too bad that kind of thinking didn't infect Trump and GOP governors.

One thing I haven't mentioned enough is that China had a coordinated national response.  Provinces and cities were allowed to make their lockdowns and regulations tighter if desired, but they were mandated to lockdown and take precautions. 

Because it doesn't really matter how well Shanghai locked down and masked up and such if neighboring provinces and other parts of China were slack.  You're at the mercy of the weakest link.  You basically have a similar risk to the highest risk area.
China had a coordinated national approach. 

The whole country locked down and took precautions at the same time.  The US didn't.  A patchwork of regulations is ineffective if there isn't a serious level of abatement that states had to meet, and such a directive and mandate had to come from the Feds.

Trump abdicated and forced states to do things on their own.  Some states, mostly Red ones, delegated further to county officials.  Localizing what should be a national response to an epidemic to low level officials is impractical and irresponsible.  So you had incidents such as in Florida where the beach is crowded with people in one section and then rigth next to that is an empty beach across the county line.  It's completely self-defeating.    The measures the responsible county took are completely undermined by the stupidly permissive next county.

Some (Red) states barred their cities from issuing mandatory mask orders.  Actually actively harming their citizens.

The lack of a coordinated national response in the US killed any chance of containment along with hundreds of thousands of Americans.
