What is the rate of new deaths to new positives for the state?  Sounds like we could have a NY "we need 10000 ventilators" situation.

And they aren't ordering them because someday they might need them, asshole. They are using them NOW.

The coronavirus is hitting particularly hard in the southern part of the state, which has a higher Hispanic population and lower incomes on average compared with the rest of Texas. That has local officials concerned. Epidemiologists have found that Black and Hispanic people have been dying at a disproportionately higher rate from COVID-19 than White people.

Officials in Hidalgo and Starr counties, near the Mexican border, have previously warned that their hospitals were already at full capacity and urged residents to shelter in place and avoid large gatherings. Hidalgo County reported 150 COVID-19 deaths on Tuesday, more than triple the number since July 1, according to the Texas Department of State Health Services.

An unpublished document prepared for the White House coronavirus task force and obtained by the Center for Public Integrity, a nonprofit newsroom, recommends that 18 states in the coronavirus “red zone” for cases should roll back reopening measures amid surging cases.

The “red zone” is defined in the 359-page report as “those core-based statistical areas (CBSAs) and counties that during the last week reported both new cases above 100 per 100,000 population, and a diagnostic test positivity result above 10%.”
