That doesn't work...you have to make people stay home, make them wear masks in public, enact a total lockdown [with some strict exemptions], enact a curfew.
Go to work, go to the supermarket, and go home.
No visiting granny at her house, no popping next door for a cup of sugar either.
Ban people from driving around the state, they can drive to work by themselves in the car or only with people who live in their home.
No car pooling, no taking the neighbours.
Work from home.....

It's how Australia today became/is basically Covid community-transmission free.
A large percentage of the workforce was working from home.
Video conferencing, telephones, computers.
Schools all closed...Zoom classes instead.
State borders closed...to road, air, and sea traffic.
Returning international travellers 'locked up' in hotels for 14 days.
"We're all in this together" - ScoMo.
"Do the right thing".
"It will be difficult".
Think ScoMo mentioned "war", "sacrifice", and "hardships of the past".
"For the greater good".
More difficult in US, Canada, etc with larger populations though.
