The Trump administration, in February 2020, signed a deal with the Taliban agreeing to remove all U.S. troops by spring 2021. It included a handful of concessions, including that the Taliban would hold fire against U.S. troops as they departed. The Afghan government was cut out of these discussions.

Trump later undermined that agreement, tweeting in October of that year that all U.S. troops should be home by Christmas! Then-Defense Secretary Mark T. Esper sent Trump a memo advising the president that ongoing Taliban attacks, potential danger for the remaining U.S. personnel and risks to U.S. alliances made that timeline untenable.

George W had the task of taking revenge for 9/11...and putting in place systems to prevent attacks from happening again.
If only govts before him had seen the danger and taken measures to stop hijackings, whether or not that would attract a "racist" label.
Trouble was, previous govts didn't pretend they were terrorists and look for ways that terror attacks might be carried out.
If they had, locking cabin doors would likely have been one thing they acted on...but they seemed oblivious to what was going on in the world at the time, seeming to believe that bin Laden's terrorists were only living in caves, whereas they were at universities in prayer rooms only for them where they could plot terror attacks uninterrupted.
