The population of Detroit is still shrinking.

Some people think that immigration can save Detroit, such as by welcoming immigrants from Colombia, and from Russia, and from Poland, and from the Ukraine, etc, but that would not solve the issue of unemployment and factories closing. You cannot have a bunch of people show up to apply for jobs that do not exist.
But, with redevelopment money, and business loans, then you can get the locals trained and working, then as the jobs are being created, then you bring in the new immigrants, and everyone benefits.
You have to do a whole bunch of things in conjunction, and Detroit can be reborn.
That is what should have happened when President George W. Bush, and the President Obama, did the huge bailouts, money should have gone to cities for redevelopment money, and small business loans, etc, instead of just giving tons of money to bail out financial institutions, etc.
