The video explains that all the states mentioned already have immigrants working in agriculture etc, but that they're basically clamping down on the anarchy in their states.
The video lists the new laws nos in each state that apply.

All of the states need to have Mental Health Associations like the one in Santa Ana, California, and all states need Wellness Centers like the one in Orange.

We also need Early Childhood Education.

And we can have concerts at Angel Stadium to raise money to open Medical Schools in Kentucky including in Morehead, Kentucky, which is the poorest part of Kentucky. We can invite Garth Brooks to sing, and we can sell food and cocktails, and we can make money from parking, along with 43,000 tickets for the seats, and we can televise it and viewers can donate, etc, and Hooters can help, etc, and we can  donate all of the money to charity to build a Medical School in Morehead, Kentucky. UCI Health here in the OC can help to build the school and to train the people who work at the Medical School in Morehead, Kentucky.

We also need cheap hostels with a bed and a shower for $15 per night.

Also, we need to hire the homeless people to plant trees, and to plant plants, and to do outdoor landscaping, and to lay cobblestones, etc. One company that does cobblestones is Black Diamond Pavers, and more people can work for them and they can expand, etc. We also need fountains, etc. We can hire the homeless to beautify our cities.

Anaheim also needs a first rate Film and Television Office to bring Entertainment Industry jobs to Anaheim.

And we need for all people to read "Animal Farm" by George Orwell, and "On Becoming a Person" by Carl Rogers. And we need to support the Peace Corps, and Kiwanis International, etc. Also the Catholic Church has schools, and hospitals, and orphanages, and the Catholic Church is growing in China, etc, I support Pope Francis.

And New York can help with all of the world's problems.

We can also send food to China, etc.

True, and we have a huge shortage of Psychiatrists, San Diego State University is the best school for Psychiatrists, and we need to expand and train more. We have the issue on the Ballot here to train more Doctors and more Psychiatrists, I am sure it will pass.

As people are given food and shelter and health care including mental health care, then many will rise to being able to help others, such as becoming Shelter Managers, Crisis Intervention Specialists, Housing Specialists, etc. And many can work in gardens and on farms, etc. And Black Diamond Pavers can hire the homeless to lay cobblestones in Los Angeles and in Orange County, etc, and as more people are trained then public beautification can be expanded, and also they can put in fountains, and statues, and they can plant trees, etc.
