Can they do that?

The people of the United States can do that. Congress and the state legislatures can do that.

It's not happening until and unless the GOP decides to get rid of it, not just the Dems.

I'm perfectly willing to hear your definition of socialism if it's anything other than the government (and "socialist cocksuckers" in it) paying for things you don't like.  Though I'm certain any such definition will be as laughable as any of your other pronouncements.

Shockingly enough, there are many types of libertarianism.

And some of them are opposed to community police and fire departments. We have counties in the US where you have the choice to pay or not  pay for fire department coverage and if you don't, they will come out to protect your neighbors and stand around to watch yours burn.

So, yes, police and fire are considered socialism or at least statism by a good number of people.
