Los Angeles needs to have HOSTELS like in Rome, Italy, where people can take a nice hot shower, and where people can sleep in a nice comfortable bed, for $15 per night.
The cities can buy vouchers from the HOSTELS to give to the homeless people to get them off of the streets.
This whole situation can be turned over to the private business people who can own and run the HOSTELS, just like in Italy.
Also, business people can have computer cafes, and laundromats, and donut shops, and 7-Elevens and stuff by the HOSTELS, and book shops, etc.
The business people will help the homeless if they can make money doing it.
Also, there needs to be WELLNESS CENTERS like in Orange.
