One idea on helping the homeless people is to let people run hostels tax-free, to entice people to open hostels and to keep the prices low.

Nationally, we have somewhere between 29 and 40 empty housing units per homeless person.

More than 10% of our housing units are empty in this country, despite the tight housing market in much of the country.

Good idea.
...but the said 'low-price' hostels in America only available for homeless Americans and homeless permanent residents with proper ID...and not to bludging foreign backpackers.
