Their families are very different. And one was a law abiding citizen reporting a crime, the other was a habitual lawbreaker caught committing a crime.

But as to who deserved public money? I think that's pretty clear.

One quick and easy way to fight depression is to get them drinking coffee, coffee drinkers are less likely to commit suicide, so you have coffee shops on the Indian reservations and on the military bases, and you get everyone drinking coffee. And coffee is also a social drink, so people can talk about their problems while they are drinking coffee with the people close to them.
