The Fed lending program to help banks pay depositors is backed by 25 billion of taxpayer funds that would cover any losses on the loans. But the Fed says it is unlikely that the money will be needed because the loans will be backed by Treasury bonds and other safe securities as collateral. 

The (now out of work)employees of the former Silicon Valley Bank beg to differ.  SVB was awash in SAFE SECURITIES that proved woefully inadequate to stop the run on the Bank. A Bank can try and and protect deposits but it cannot protect against inflation, especially BidenInflation.

The Biden led decision to insure ALL deposits is woefully misguided because it encourages the behavior that makes bank failures necessary.Note that bank stocks tanked Monday AFTER the bailout notice was announced.

All deposits in US banks must be guaranteed by the federal govt.
Anything else is just a recipe for destruction of the nation's financial system.
What constitutes a "bank" could do with review.
A "bank" traditionally accepts money on deposit and pays interest on that money.
The "bank" then lends that money to acceptable borrowers for secured home loans, secured and unsecured personal loans, and via credit cards it issues.
An organisation like the SVB is not really a bank in the traditional sense, it's more like an investment company.
Maybe operates like it should have a prospectus and issue shares.
