I'm not sure how this can be considered any sort of win for Biden.
The debt ceiling argument was about the debt ceiling and paying bills already incurred. Any negotiations over budget priorities were for another time and place. Biden recognized this when he said he would not negotiate.

Other than them being a convenient scapegoat, you have no evidence that immigration has anything to do with skyrocketing real estate prices in Tampa as opposed to, say, the prohibitive cost of insuring dwelling structures in a hurricane zone.
