Weird how Joe always stuttered and misspoke but some only seemed to notice it the last couplea years.  Joe fatigues more easily as octogenarians tend to, but his brain works fine.

That would come as a complete surprise to Kagan, Sotomayor and Jackson, as well as anyone with access to a dictionary which includes the words "waive" and "modify". But then, since your comment that Biden's.action was an insult to the Constitution indicates you have no idea what the case was about, I should not be surprised.
