I agree with her.
Had she done the lockdown right the first time, there would be little need for another.
But she didn't.
She did really, overall, had to get the new cases to zero in NSW, which she did.
There was, still is, a "National Cabinet" for the pandemic...Prime Minister, Fed Treasurer, Fed and State Health Ministers, and all State Premiers and whoever runs the Northern Territory these days.
All get together virtually, every Friday...decide what to do.
Can't keep having total lockdowns, but businesses not obeying the Covid rules should be shut down for a time.
Pubs, clubs, anyone...two have already been fined and had their trading licences suspended for weeks, months.
Others just fined...and put on notice.
