That he did not make the threat explicit simply means he is not dumber and more inept than even I think he is.

3 there may be a time we need the Ukraine to be good to us
4 Biden's a bad guy
5-get your guy on Biden
6-coordinate with my consigliere Barr
7-give me the results I want
8-be good to me
9 I'll be good to you
