My Great Grandfather died on Skid Row in Los Angeles back in 1970, he was once Chief of Police in Denver, Colorado, he had a sad life. Someone suggested having camps in the mountains where the homeless people can have a warm bed, and a good meal, and a nice hot shower, and N/A and A/A, etc.

And a good place in the mountains for people to get rehab, and work on their issues would be Lake Hughes, California.

And groups such as Homeboy Industries are getting people jobs in the solar industry, etc. And there is also Chrysalis which is getting jobs for the homeless.
