"Equality" usually being construed across a particular social stratum.   When people develop a sense of how they're valued in an occupation, it's by comparison with peers in their own country, and often within a geographic region, e.g. Silicon Valley.   A woman coder in Palo Alto doesn't say, "Wow, I'm making double what they pay in Omaha!"  They look at what immediate peers are making.
