But his take is wrong. In civil rights actions the city is not responsible under respondent superior. It is responsible for its own actions, like the failure to train, or creating a culture where violating civil rights is.deemed.acceptable, etc.

Also it serves as incentive to voters who don’t like their tax money going to settlements to demand a bit more from their public officials especially their elected ones.

Oversight mechanisms for law enforcement that would reliably shit can officers like Chauvin at least several verifiable civilian complaints earlier in their careers should be very appealing to those voters who’d rather not be paying out the money.
