I haven't kept up with the NYC Mayor's Race, but with ranked order voting, shouldn't results be calculable within seconds with a decent computer? I understand absentee ballots etc have to be included, but weeks for a result, what am I missing?

Maybe the legislature will vote.to strip her of that power also, invest that in the Attorney General like the rest of election enforcement. At least through January of 2023, in case a Republican wins the Secretary of State election in 2022. If Democrats win that a d the AG, Republicans will invest those powers in the highest ranking Republican in State Government, such as someone in the Corporation Commission, just in case.
