But as much to the point, how do you propose to identify the person or people responsible for a specific individual's death?

It's much easier to identify the person responsible if there is a spike in Georgia deaths - nor do I identify a specific individual. I file a class action lawsuit against the state for its egregious failure to protect the citizenry.
