The seeds will grow when planted in fertile soil.

First you educate and train the people so that they are ready to start a business, and then you give them business loans, etc, so that they can succeed and create jobs.
 
We need to have great schools, and we need to have great banks, and of course we have Wall Street in New York, etc.

Not everyone wants to or should start a business, but it would be better if everyone got the rudiments as part of a complete education and had the support to make the attempt for a business or many other things besides, even if that were helping you with yours.
