~60% believe it is alarming or concerning. Progress. Hey, maybe we won't have to have a city underwater before enough folks believe it to get Congress and the president to act. And by act I mean something more aggressive than remedial carbon absorption.

Get the PRESIDENT to act?

When we have a president again instead of IMPOTUS.

On the issue of helping the homeless in Los Angeles...

Retirement housing is important, for people 55 years old and older, and helping the homeless elders to get off of the streets and into housing would help a lot, many of the homeless are 55 and older, and also the disabled people can live with the retired people. A good place to build retirement housing would be in California City, the land is cheap and there is a lot of room.

California City can have everything that the retired people need, they can have golf, and a movie theatre, and a bowling alley, and a bookstore, and good restaurants, and they can have a hospital, and a nursing center, and a pharmacy, and all of the stuff that retired people need and want.

And there can be places in California City for people to park travel trailers, and motor homes, and stuff, and also housing can be custom built, etc.

Getting the elders off of the streets and helping them would be great, and the disabled people can live with the retired people.

The GAO is our nation's attempt to answer the famous Latin question, Quis custodiet ipsos custodes?  It is the primary audit organization of the federal government.  Only in a budding dictatorship would such an office, and its review of the relevant law of the land, be dismissed or disparaged. 
Well.
The  GAO noted (in a foot­note)that its opin­ion was re­quested by Sen. Chris Van Hollen (D., Md.), who asked the GAO staff to say whether it agreed with HIS claim of a Trump le­gal vi­o­la­tion.
But the opinion itself  says:

Pursuant to our role un­der the [Im­pound­ment Con­trol Act], we are is­su­ing this de­ci­sion.

The relevant portion of that act is section 686
which requires

that the GAO re­port on a de­fer­ral of bud­get au­thority that the pres­i­dent has failed to no­tify Con­gress about. The pur­pose of this man­date on GAO is to let Con­gress know in a timely way, so that Con­gress can do some­thing about the withhold­ing of funds (i.e., make sure that they are spent as re­quired by law).
GAO “shall” make a re­port on the de­fer­ral to both Houses of Con­gress. The GAO re­port then op­er­ates as if it were the re­quired notif­ication from the Pres­i­dent. That gives Con­gress 45 days to act (or, if the no­tice comes with less than 45 days re­main­ing in the fis­cal year, un­til Sep­tember 30, 2019(in this case)

So when did the GAO Report come?
January 16, 2020, nearly 4 months after the legal date it was due.
Surprisingly on the opening day of the Senate trial of the Impeachment of Trump.

The percentage would be higher if they realised that the globe heats up and cools down by itself.

The fires in Australia happen every year, arsonists and lightning.
Storm the other day around Newcastle city, on the coast 250+ kms north of Sydney. 10,000 lightning strikes, 15,000+ homes lost power.

The fires this year were as bad as they were because useless politicians hadn't purchased and had at the ready a fleet of large water bombing planes to put the fires out as soon as they started. Some fires have been burning for months.
Also allowed homes/towns to be built next to/in forests.
Never mind about that "cool burning on the forest floor" 'nonsense'...the fires were fanned by strong winds, and exploded from treetop to treetop and well above the forest floor.
Embers flying on the winds started fires 2kms ahead of the flames.
The Devil beat the useless politicians hands down.

What, everyone in America knows about the 0.04%, the 97%, the 3% etc?
I'd be very surprised if they do.

It will take a hell of a lot of desalination off the pacific and lots of water infrastructure to make Cal City a viable destination for anyone.

Having cruised CCB on several occasions, I will exempt California City from the program to repurpose golf courses, mainly for the benefit of anyone who might otherwise be assigned to stay there.

Cal city is a good step up from what I’ve seen of Mojave a town or two over, I’ll give it that.

Beautiful country out there, if a tad inhospitable. Roadrunners and Kangaroo Mice avoiding hawks in the scrub.

This outcome has always been likely, and never been good. At the heart of this deal, China agrees to buy more stuff from the US. It will not import more in total so the additional imports from the US are at the expense of other exporting countries. Australia, for example, is not an important soybean producer, but it will lose China market share to the US in natural gas, beef, wine, and perhaps coal.

All along, Australia has vigorously protested this likely outcome, without effect. The US has obtained this advantage simply by applying high tariffs to China’s exports. It is kind of negotiation the rules and spirit of the World Trade Organisation and before it the General Agreement on Tariffs and Trade were designed to prevent. It offends a central aim of the trade policy of Australian foreign policy since 1944, which is to bind the great powers by rules. The liberal trade order the US helped create it is now helping to destroy.

Or demand fell because it is among the most hazardous and stupid ways invented to provide energy. It was relatively easy, but has proven over time and given alternatives to be quite dumb.

We are fracking the hell into this country though. That has to stop.
