The point is we don't know who is or isn't infected.  Largely because of the lack of testing.  But also the nature of the virus, with a relatively long incubation period, and reportedly a contagious period possible prior to symptoms.  Also the symptoms are similar to those of flu, cold, allergies.

If everyone wears a face mask in public, then everyone who is infected --  those who are asymptomatic, pre-symptomatic or experiencing symptoms -- will be largely prevented from spreading the contagion.  And healthy people would have two layers of protection, the mask on their face and the masks others are wearing.  This will reduce transmission.

This has worked very well in China. 

If I were the governor of NY, I would be calling China, getting a plane loaded with two types of face masks, and then distributing them either free, at cost or at a reasonable price.  There's plenty of excess air capacity right now.  probably can charter a plane could charter a plane from any airline.

Face masks are small and light.
How many millions can fit on an airplane.
Maybe send one of those large military cargo planes.
Start importing tens of millions of masks per day.

Why isn’t the federal government using it’s bulk buying power to procure the supplies and then distribute to areas with most pressing need?

The President says the USA is not a mail delivery service  and that is just damned stupid the military is arguably the best logistical entity in the world and for all the criticisms USPS is damned efficient at what it does.

Of 337 cities in China, 289 have been designated free of the virus.  I believe that means no new cases within the past 14 days.  There might be people still sick from the disease in hospital, as serious cases require up to 6 weeks of treatment.  I'm not sure exactly.  48 cities still have had new cases in the past two weeks.  I think Shanghai is up to 6 or 7 days without a new or suspected case.  Hence the easing measures.

Officially Shanghai has had 394 cases, with 328 cured, 62 still under treatment and 4 deaths.  That's of a population of approx 27M (including the near suburbs administered by Shanghai, which is a metropolitan area raised to the status of a province).

I like Tony - and wouldn't begin to criticize him.  If the reality of the situation says he needs to open up his shopping circle then so be it.  We all have lifestyle changes in this tough time.

Look, this is an emergency.
It's almost a parody of capitalism to have states bidding against each other to buy needed emergency medical equipment. 

The Feds should simply pass a law or exec order that the price of any medical item cannot be more than 25% more than what it was on Feb 1.  Hell, there's no reason to even give them a 25%, markup, but I'm feeling generous.  (and yeah, there could be overtime costs or whatever).
