If we're talking about obvious downsides, there's the way DT 180'd on his "absolute authority" over the states. from falsely claiming he has total control to now ceding the way forward to governors. Dems need to point out the cynical and self-serving way DT goes for any scenario that is win-win for him — if things go well, he takes the credit; if they go wrong, he blames the governors. If cases drop, he will claim his soft power was the benevolent authority America needed. If they rise, he will shit on the governors for not ceding to his soft power magic. The message of ads should be: when the fuck has Trump ever been accountable? When has the buck ever stopped on his desk?
