The notion that there are very few cases in a given place and therefore precautions aren't necessary is exactly what allows the transformation of a low risk environment into an outbreak hotspot.
Italy was low-risk at one time, so was Iran, all of Europe, NY/NJ and Michigan, New Orleans -- gee, come to think of it, everywhere outside of China at one time ...
Probably due to the lack of leadership and clear guidance from the Trump Admin, Americans don't seem to understand that the time to take precautions is
before the virus spreads in your community/region/state, not after.
As much as possible you want to prevent the first case from occurring, and if any cases occur, you want to be able to isolate and treat, contact trace and quarantine, to break the transmission chain prior to widespread infections.
My hometown Edison NJ, is highly international with a population of roughly 100K. So far there are 627 cases in Edison. Shanghai, with more than twice the population of New Jersey, has had a roughly equal 638 cases (and I think more than 20% of those were found at the airport, so those people didn't enter the city, but could have infected others who did). There's a lesson in there.
