Puerto Rico is heading for 100% renewable energy by 2050, they are breaking the progress up into steps, then they are going to meet each requirement at each specified date, culminating in 2050 with 100% renewable.

Some of the money from the cost of electricity can go into a general fund to be used by the people however they choose, they can help the homeless, they can build new parks, they can decide how they want to use the money, the main thing is for the money to go to the people instead of going to some heartless company which only takes and never gives.

And guys like Bernie Sanders need to start their own companies, and they can make their own utopia, he can do many things in the private sector, without the government involvement. In Anaheim the original settlers wanted to grow grapes and make wine and have a utopia where they could all benefit and could live good lives together as a community, sadly the grapes were killed by a root disease, so they had to grow oranges and strawberries and stuff instead, but the city grew, and Disneyland opened here, and the city is now known as being a "City of Kindness." A lot can be done in the private sector.
Of note too, the French government owns part of a Japanese car company, so when you buy a Japanese car you are paying for medical care for a Frenchman. Bernie can learn a lot from the French, and so can Puerto Rico.
