Lock up the dealers in prison.
Lock up the users in camps.

In 2013, the estimate was that more than 24
million residents of the United States had used illegal drugs in the prior month.
That was about 9.4% of the country at the time. We have fewer than a tenth that many people currently in jail, at a cost of $181 billion.
Add the cost of construction of those prisons to the $2 TRILLION dollars you are proposing we spend (and realize that 24 million is one month, not one year of who used drugs) plus the loss to the economy of the work that they are doing plus the loss of the taxes they are paying and I have to figure you have just blown past our annual budget for FY 2019.
