Not by any means conclusive that this provides a cause or even a major contributing factor, but it at least gives a direction to look in for possible causes of the collapse - and if this proves to be what led to the collapse, then there are going to be some very serious legal consequences for those who seem to have ignored the report. ("Seem to have" because it's still early and there may yet be evidence that the owners followed the report's advice, though I would bet against it at this point.)

And... even if this is not the cause, bet that (a) every other building by this construction crew and architect are being checked for the same kind of damage and (b) that there is going to be a thorough search of records for other such reports with follow-up to see that they have been or are being addressed.

Quote
A structural field survey report completed nearly three years before the collapse of the Champlain Towers south condominium complex in Surfside raised concerns about structural damage to the concrete slab below the pool deck and “cracking and spalling” located in the parking garage.

The report from October 2018 was included in a series of public records documents that were published overnight on the Surfside, Florida town website.  The New York Times was the first media outlet to publish a story about the field survey report.

Page seven of the report, the goal of which was to "understand and document the extent of structural issues that require(d) repair and/or remediation in the immediate and near future," detailed signs of “distress/fatigue” in the parking garage:

“Abundant cracking and spalling of various degrees was observed in the concrete columns, beams and walls. Several sizeable spalls were noted in both the topside of the entrance drive ramp and underside of the pool/ entrance drive/ planter slabs, which included instances with exposed, deteriorating rebar. Though some of this damage is minor, most of the concrete deterioration needs to be repaired in a timely fashion.”
The first lawsuit has been filed by a resident of Champlain Towers against the Towers Home Owners Association which manages the building.
Tragically  the victims are likely the same people who were in charge of maintaining the premises they lived in.

At that point in time there were 200,000 dead...

Criminal...

”Trump’s medical advisers hoped his bout with the coronavirus, which was far more serious than acknowledged at the time, would inspire him to take the virus seriously. Perhaps now, they thought, he would encourage Americans to wear masks and put his health and medical officials front and center in the response. Instead, Trump emerged from the experience triumphant and ever more defiant. He urged people not to be afraid of the virus or let it dominate their lives, disregarding that he had had access to health care and treatments unavailable to other Americans.”

Given the specifics in the report, while the Association is almost certainly responsible for failure to maintain/repair the building, the engineer's report points out a design or construction error (or both), providing an additional target:

Quote
The report said the waterproofing was laid on a flat structure rather than a sloped concrete slab that would have enabled the water to drain. That resulted in the water sitting on the waterproofing until it evaporated, in what the report identified as a "major error."

Interesting analysis of the existing voting rights case before SCOTUS and the new one from Garland:

Which still leaves the association as the primary target for redress.

I had a Grandfather who was a self made man, he came to California during the Great Depression at 11 years old from Arkansas, he hitch-hiked out on his own, and he picked fruit, and he did whatever he could. Later in life he was working as a taxi cab driver, and my Grandmother was his dispatcher, and that was how my Grandmother met my Grandfather. Then later he owned a hardwood floor company in Hollywood, and he lived next door to Roy Rogers. Then my Grandfather and the family had an auction and other businesses in Bakersfield. Then my Grandfather did construction in the desert. And he built a dog kennel for my Grandmother in the desert, and she had a successful kennel with a grooming business, etc. He died at 50 in an automobile accident.

My Grandfather did a lot in his short life, and the people from the Great Depression were hard workers, and they were grateful for everything because they knew what it was like to be hungry and to go without.

My Mother has a Cousin who went to college to be a pharmacist, and my Grandfather paid for his college education to become a pharmacist. My Grandfather was a cool guy.

He died when I was a baby, I never really knew him.

Then, after my Grandfather was killed, someone set my Grandmother's dog kennel on fire and burned down her business, and she did not have insurance, so the family went into poverty. My Grandmother spent the rest of her life working as a Dog Groomer. I used to wash dogs for my Grandmother when I was a kid in order to help her and to help the family.

When I went back to school, there was no one to pay for my college. I had to get student loans and grants. I have had to make my own way, without a Grandfather, and without a Father ( My Father was killed when I was 9 years old ), and there was no one to pay for my college.

My Brother married Roy Rogers' Granddaughter, and they never made any money, but they had love, and they had a family, and now my Brother is a Grandfather, so my Brother was able to have a family. I was never able to have a family, I never met the right woman I guess, and the women in California are not attracted to the poor guys, they all want money. Maybe I will find a woman in Italy, or who knows?

Tell me about generational wealth.

Salute,

Tony V.

That is why until he is rebuked absolutely and irrevocably by the party, support for republicans is not a political choice within the United States. It is an act of war against the United States.

The wise Pope has brought the bitchy US bishops to heel.

No denying communion to anyone on account of their politics.

Loving gay marriage & the old Latin mass are no longer incompatible. The great church schism can finally begin to heal.

New legislation is totally based on LIES about voter fraud.

Your opinion, Larry

I stand by my post - and expect when I am correct that you will cite your rage here

Not my opinion.

It is a fact that all the new legislation is based on non existent voter fraud.

Can you prove otherwise?

I think most people who have been paying attention would say it's based strictly on POLITICS.

That’s not politics. Politics is persuasion if I remember Aristotle

Republicans are trying block access to the polls.

When a party’s electoral strategy depends on fewer people voting it means they know their policies suck.

Politics is a dirty business, it requires sharp elbows, theatrics, and lots of cash. If you're taking your cues from Aristotle, you aren't really ready for American politics, and you should probably stay out of it altogether.

I prefer taking mine from guys like this: "Politics is a rough and tumble business, and yet there seems to be an effort by the commentariat to sanitize American politics to some type of high-level Victorian debating society."

James Carville

If you have ever seen how a local school board gets elected, you'd understand the power of having an electorate that relies on small numbers of voters, and you'd still be within your rights to be offended by that circumstance---but that's a choice.

Are you for real?

More real than Aristotle.

How many campaigns have you won? How many have you managed?

You’re talking loud and saying nothing.

Right now the GOP’s ‘political strategy’ is based on racial resentment and fear.

That’s like saying the rise of the National Socialists was “just good politics.”

Have a seat.

AS USUAL, you have no counterargument, just bullshit.
Youve presented no facts, just assertions.

James Carville not a good enough reference for you regarding the real politics of America?

The GOP strategy is to appeal to a significant portion of Americans who vote.

The Dems strategy is...what, exactly?

When you can articulate it, do so.
Get people to vote for you by passing laws that make their lives better.

Good start.

And where is the Democratic Party messaging on this particular issue resonating with the voters?

Evidence?

“Biden is not quite meeting the public’s expectations for helping the middle class”
When President Biden came into office nearly 70 percent expected his policies to benefit the middle class to some degree, 30 percent a lot, and 39 percent a little. However, in Monmouth’s recent poll those numbers have fallen to levels comparable with where they were for former President Trump two years ago. Only 19 percent of Americans say that President Biden’s policies have helped the middle class a lot, with another 32 percent saying they have benefited a little.

This has been reflected in his overall approval ratings from a previous Monmouth poll dropping to 48 percent from 54 percent in April. Among Democrats he still has extremely strong support with 86 percent giving him a positive rating but down from 95 pecent. Independents also gave him lower marks dropping 11 percentage points to 36 percent approval. Surprisingly, Republicans gave him higher marks in recent weeks hitting 19 percent approval up from 11 percent.

Hardly what we call moving the needle, Larry.

Steve Bannon says, “ Ohio right now is Lord of the Flies.”

Does that sound about right, Red?

Republicans sure don’t think much of the buckeye state.

It might be they are getting wind of the wrestling scandal and how it’s infected republican culture in that state.

You are going to have to handle your own penis, Hammy. No one wants anything to do with moving it for you.

You should understand this by now since clearly it has been the running theme carrying through your entire life.
