You act as if the origin of the money is different between those two, but in both cases the money came from and would be going to the people.
You act as if the difference between the total fuel used with or without that payment is significant when it isn't - getting past a temporary situation that is difficult is a reasonable notion. I happen to think just waiting this one out would work as well in terms of the difficulty, but I shrug at this.

Either "democrats' goal" if you are discussing the group or "democratic goal" if you are using an adjective. And if you mean official policy, then "Democratic Party's goal" would be appropriate.
