Bambu,
There will always be people coming to the USA for the American Dream. And, thus, we have to plan ahead when we build, and we need to plan on growth, and try to estimate the growth.
When we build water systems, and electrical systems, etc, we plan on the population growing, and we build accordingly. When Las Vegas was built, they knew that Vegas was going to be a boom town, they knew Vegas was going to be huge, and they planned when they built the Hoover Dam, etc.
We need to do the same thing with our transportation. What we have is out-dated, and not only is our transportation system not suited for our current population, it certainly will not be enough for the growing population. Los Angeles has the worst traffic in the world, and you cannot just add another lane to the freeway. We need to not only build a transportation system for who we have, we need to build it to handle a growing population.
And also it creates jobs for people as we keep up with ever-changing growth.
Of note too, when they do stuff such as building a new water system in Flint, Michigan, they not only need to build for the current population, but they need to plan ahead to accommodate a growing population.
Los Angeles has the worst traffic in the world, and our population is growing, we need to meet current needs, while working to accommodate future needs.
