If gerrymandering affects an election for a federal office,  like a House seat,  then both legislative houses should have an interest in ending it.   The Senate cannot initiate revenue bills,  but it is otherwise empowered to initiate legislation.  The House,  of course,  would be more likely to initiate a bill that prohibits gerrymandering, given it's specific relationship to the issue.   Both houses would have to pass it.   Legal nitpicks aside,  it's the right thing to do,  and is long overdue.
