The House passed with 92 per cent of GOP members voting yes.
But the trek through the Senate was much more treacherous.
Dems had 67 members, enough to be filibuster-free but they were nowhere close given the opposition of the Southern dems. It was minority leader Everett Dirksen who led a GOP charge to strengthen the bill and win the cloture vote with 82 % of his 33 member caucus. 23 democrat Senators voted no.
