Justice systems require critical watchdogs, just as democracy does.  If three guys can chase down a jogger and murder him, and the system does not bring charges until months later and only after massive public outcry, then the system needs reform.   
That massive public outcry was made possible by a video.  Also known as evidence. Bringing charges with no evidence is an errand of a fool. However and why that video was released the inevitable result was sealed. Numerous religious leaders, politicians, athletes, and other celebrities condemned the incident
and its handling of the case. Three perps were arrested, tried, and will be put away for life.
In Wisconsin video went viral almost immediately but the prosecutors opted to determine guilt by the color of the skin of the man with the gun.

In both cases the videos were damning evidence. Justice and the rule of law were upheld.
The ease of making videos today is a powerful tool for the public to come forward.
But there is no guarantee of the timing.

 The most important group of watchdogs is the public.
That is why we have thousands and thousands of public financed tip lines, block watchs, etc.
The media and the authorities are rarely on the scene during the commitment of a crime.
They can only act on evidence supplied by those who were.
See something, say something.

AGAIN That is the point.   A system that allows a corrupt official to bury incidents is in serious disrepair.

See above.  We do not know what other cases may be wrongly handled.  We do not know if Arbery case would have stayed buried without press intervention and YouTube.

It seems the US Republican party would prefer an Icelandic model. The 85-90% white Nordic nature of the population being the real hook.

Cute semantic game.  We are talking past each other.   You are saying the system, as conceived and designed, works.  Yes, ideally.  Nonetheless it is likely the system, as it existed in that county, would have allowed the case to be buried were it not for a couple of unusual bits of happenstance.   Most smalltown papers cover high school games and Kiwanis pancake feeds, and most smalltown reporters do not doggedly pursue cooling cases.  Most killers do not release videos of their crime they took themselves.   That is all Larry, Josh, et al are saying: sound jurisprudence cannot depend on fluke events from outside.

To put another way

Fluke events cannot be reliably expected to save you and yours when a public elected official acts corruptly.   Justice is only meaningful when it is for everyone.  It is one area of social structure where outlier incidents of injustice  are unacceptable and will undermine public trust in their justice system. For example... It only took a tiny percent of police stops ending in brutal tragedy, in 2020, to cause a crisis of trust in our police.  Outliers matter when their horrific situations breed mass fear.

They have long been replaced by technology.
Not in any particular order:
The internet
Cable TV news
Cable TV talk shows.
Social Media
You Tube
Video cameras everywhere mentionable.
Authorities have more ways than ever in obtaining investigative evidence.
That does not  mean the government cannot  screw up by being stupid or corrupt.
But in the cases you like to argue about the correct outcomes came about.

Well, in Arbery case the defendant actually offered the video.  That might qualify.
